There is a wonderful place that exists in my imagination called "Carmenland". There are no homes over a certain square footage, entertainers do not make more money than doctors and teachers, there is a zero-tolerance for selling illegal drugs and certain other crimes. Jails will not be overcrowded in Carmenland because the death penalty will be swift with very limited appeal opportunities. Let's take this one step at a time:
Law enforcement

2. Cops will not be afraid to shoot-to-kill. There are no beatings. If a police officer sees a heinous crime (to be outlined later), he/she has permission to shoot-to-kill. If it is later discovered that this police officer abused this power, he/she will be subject to the same death penalty law.
3. Anyone currently on death row will be killed within 7 days by lethal injection. There is no longer a "cruel and unusual" clause for criminals. It more than likely needs to be cruel and unusual for the bastards anyway.
4. Anyone caught in the act of selling illegal drugs, any type of pedophilia that injures a child, rape, torture/abuse or killing another person will be put to death within 7 days. In these cases, police may shoot-to-kill upon catching the law breaker.
5. There are no rights and no protections for people in prison. They give up their rights when they break the law. There are no special clothes, priviledges or meals provided. If they want to starve themselves, let them. there is no force-feeding in prison.
6. There is no insanity defense. If a person says they commited the crime because they are insane, they will be put to death within 7 days. If they are insane enough to kill, they need to die anyway.
7. Drug selling will be punishable by death, shooting on site. Those hooked on drugs will be offered rehabilitation. But if you sell drugs, you are going to die.
Mexico
1. Nothing good has ever come out of Mexico, so in an effort to improve the entire country, it will immediately become part of the United States of America. this will increase the standard of living, increase our tax base, and ensure that all people are elligible for the same benefits.
I'll write more on this later. But this is a good start.
